As I indicated previously, the results received thus far are tabulated at , where links to additional web reports relating to the items being considered can be found. A strength of our Committee is the diverse background of the members, each bringing a slightly different perspective to the items under consideration. The rest of us might be completely unaware of an issue that may cause concern for some. From some of the comments I received, I believe it is best to proceed in a conservative way in evaluating potential changes to the List. For this reason I have decided that a 3/4 majority will be required for implementation of a change. Considering the current results, this means that 2 negative votes are sufficient to reject a potential change. As might be expected, some additional items have surfaced in the wake of the initial ballot on which I would like further feedback. These are enumerated below. Please respond to me by including this message with your comments added where I have placed "Any comments:" prompts. I have organized my discussion in parallel with the original ballot. Since I will be away (in Africa) until November 27, I hope that your response will arrive in time for my return, so I can finalize my report for the 2007 ISTA Congress on our proposed changes to the Stabilized List. There are at least 3 conflicting interpretations of the name "Triticum dicoccon" Schrank (1789). 1) According to Klaus Pistrick of our Committee, Mansfeld (1958. Zur Nomenklatur einiger Nutz- und Kulturpflanzen II. Kulturpflanze 6: 237-242.) accepted Schrank's publication of this name at species rank, i.e. as T. dicoccon Schrank. 2) On the other hand, van Slageren (1994. Wild wheats: a monograph of Aegilops L. and Amblyopyrum (Jaub. & Spach) Eig. Agric. Univ. Wageningen Pap. 94-7: 91) treated the same name as having been published by Schrank at the rank of variety, T. spelta var. dicoccon Schrank. 3) And finally, Greuter (in Morrison, Taxon 47: 707-708. 1998) has concluded that Schrank's name was only provisionally (and thus not validly) published (ICBN Art 34.1b). It is this latter interpretation that guided my recommendation to treat this taxon as T. dicoccum Schrank ex Schübl., but Klaus has pointed out the fact that usage of this name, which dates from 1818, fails to take account of the earlier name T. farrum Bayle-Barelle (1809), commonly synonymized here, that might need to be taken up if this interpretation was upheld. With some reluctance, I am inclined to agree with Klaus that we should adopt Triticum dicoccon Schrank, with the synonym T. turgidum subsp. dicoccon (Schrank) Thell., for our entry, ignoring the fact that the GrainTax project and GRIN will continue accepting T. turgidum subsp. "dicoccum" in accordance with the third interpretation. Any comments: Item 1c. On the advice of our two Dutch members, I propose to exclude the two Eustoma names from consideration. It was proposed by Doris Groth that we add the names Brachiaria plantaginea (Link) Hitchc. (with synonym Panicum plantagineum Link), a weed of cultivation in Brazil. Since the switch to Urochloa in Item 6 did not gain acceptance, we would also add the synonym Urochloa plantaginea (Link) R. D. Webster. Any comments: Item 2. Family changes Currently the only changes gaining approval are nos. 3, 12, 13, 14, 16, 17, and 22, nearly all of which involve recognizing additional families. Any comments: Item 3. Spelling changes The interpretation of Art. 62.4 with regard to the change of gender for Aleurites remains controversial, even among the members of the Editorial Committee of the ICBN, and a proposal to amend the Code will be needed to clarify this, so I think it best to retain the feminine gender, i.e. Aleurites moluccana, for now. Item 4. Changes to authorship No problems to report. Item 5. Synonym linkage While no problems were reported for those changes from "=" to "included in" there were a few noted for the reverse change, from "included in" to "=". There may be valid reasons for the current "included in" for the 7 cases involved, so I propose to leave these 7 as they are. Any comments: Item 6. Taxonomic or nomenclatural changes Although many of these appeared on the ballot, when they were based on taxonomic decisions and could be grouped in a meaningful way, those taxonomic changes involving only a single name or those based entirely on nomenclatural considerations were not enumerated on the ballot, only in Web Report 6, and may not have been fully considered by those voting. I did eventually add them to the online vote tally report (istavote2006.html), but they are reproduced here for your further scrutiny. You may notice that after further study of the underlying evidence from a more conservative perspective, some previously proposed changes have been removed from consideration. Those that remain are divided into a nomenclatural or taxonomic grouping as before. After each group's list, please provide your comments in the place requested on any item that you feel should be excluded from consideration. The failure to exclude an item will be taken as an endorsement of the proposed change. Those new names that we choose not to accept, we will still add to the List as synonyms. Nomenclatural group (with comment on the underlying reason): a. Bouteloua oligostachya (formerly accepted, now a synonym of Bouteloua gracilis, nom. cons.) b. Canscora decussata (formerly accepted, now a synonym of Canscora alata, whose basionym, Exacum alatum, was neotypified in 1990 on this species and has priority) c. Chrysanthemum sensu auct. (non sensu nom. cons.; with conservation of Chrysanthemum in the sense of Dendranthemum, those names remaining in Chrysanthemum after its breakup now become Glebionis (C. coronarium, & C. segetum will thus become G. coronaria, & G. segetum. However, the status of C. carinatum remains problematic; in GRIN we have moved it to Glebionis carinata, but it is more commonly placed in Ismelia carinata, which may be the preferred treatment in ISTA.) d. Erysimum ×allionii (any usage of this name for the plant in horticulture would be illegitimate, the next available name is Erysimum ×marshallii) e. Nothofagus procera (this name does not have priority over either Nothofagus alpina or N. nervosa since its presumed basionym is a later homonym. However, some references have considered N. alpina as a hybrid taxon and used N. nervosa for this species.) f. Phleum bertolonii (this formerly accepted name becomes a synonym of Phleum nodosum due to the recent typification (in Taxon 49:254. 2000) of the Linnaean P. nodosum.) g. Striga euphrasioides (this is now a rejected name in the Code. The taxon to which it was formerly applied is now Striga angustifolia) h. Zinnia elegans (confusion over the date of publication of this name led to its earlier usage over Zinnia violacea, which is actually the older name.) One new one added as a result of the Vienna Code: i. Lotus glaber (after a delay of 10 years, the Committee for Spermatophyta decision on its rejection, which was previous thought to have failed, was announced (in Taxon 54:1094. 2005) as favorable, such that L. glaber is now listed in the new Code as a rejected name, and Lotus tenuis must be accepted once again.)
