However, one of the responsibilities of our Committee is the regular updating of the ISTA List of Stabilized Plant Names. Names on the Stabilized List are stabilized for a minimum of six years, and since this List was last revised in 2001, in conjunction with the 26th ISTA Congress in Angers, we are due for another revision in 2007. In conjunction with this update, proposals will be put forward to the Rules Committee to update names in the ISTA Rules concurrently with changes to the Stabilized List. Because the deadline for submitting proposals for amending the 2007 Rules is rapidly approaching, I have pulled together the necessary information on which we must make decisions in advance of submitting our Rules proposals. You will see that I am following the same procedures in organizing this information as were followed in our 2001 revision, with all items requiring a voting decision (see separate message ballot). Please report to me your approval or disapproval for each listed item separately using the ballot provided by October 31, 2006. Further discussion of voting procedures appears at the bottom of this message and on the ballot itself. Our action on all items will be submitted to the ISTA Executive Committee for their endorsement prior to implementation. The items requiring your decisions follow: Item 1 - Miscellaneous corrections or additions. Item 1a - (Rules changes) A few changes or additions are necessary to maintain conformity with other 2007 Rules proposals: a. change "x Festulolium braunii (K. Richt.) A. Camus [=Festuca pratensis Huds. x Lolium multiflorum Lam.]" to "x Festulolium Asch. & Graebn. [Festuca x Lolium]" b. change entry for "Pinus brutia L." add "[Synonym: Pinus halepensis var. brutia (Ten.) A. Henry]" add new entry "Pinus halepensis var. brutia (Ten.) A. Henry = Pinus brutia L." c. add new entries "Triticum dicoccum Schrank ex Schübl. [Synonym: Triticum turgidum L. subsp. dicoccum (Schrank ex Schübl.) Thell.]" and "Triticum turgidum L. subsp. dicoccum (Schrank ex Schübl.) Thell. = Triticum dicoccum Schrank ex Schübl." (This one may provoke some discussion, since the synonym name is the more widely used one in some circles. However, we currently have no accepted trinomials in the Stabilized List, only 21 listed as synonyms, and it could be viewed as an unnecessary complication to require ISTA Labs to accept trinomials. If we accepted the trinomial name, to be consistent we would have to address the currently accepted names T. spelta and T. durum on the List similarly.) d. add new entry "Diplotaxis muralis (L.) DC." Vote in favor of or against adding or modifying each of these entries. Item 1b - (Error correction) Change the treatment of the entries for Panicum ramosum and Brachiaria ramosa, two homotypic names that are both accepted now, as follows: change entry for "Panicum ramosum L." to "Panicum ramosum L. = Brachiaria ramosa (L.) Stapf" change entry for "Brachiaria ramosa (L.) Stapf" add "[Synonym: Panicum ramosum L.]" Vote in favor or against making this change. Item 1c - (Additions from Universal List) Several names have been requested by the Proficiency Test Committee to be added from their "Universal List" of weeds or crops, employed in ISTA lab proficiency tests. Only species from their "Universal List" are used in such tests and labs will be required to report species names in accordance with the ISTA List of Stabilized Plant Names, so the names need to be included in both documents. The names to be added are: "Bidens pilosa L." "Bifora testiculata (L.) Spreng." "Bifora radians M. Bieb." "Bromus diandrus Roth" "Cynosurus echinatus L." "Digitaria sanguinalis (L.) Scop." "Erodium cicutarium (L.) L'Her. " "Galium spurium L." "Rapistrum rugosum (L.) All." "Setaria pumila (Poir.) Roem. & Schult." "Trichosanthes cucumerina L." "Eustoma grandiflorum (Raf.) Shinners included in Eustoma exaltata (L.) Salisb. ex G. Don" "Eustoma exaltata (L.) Salisb. ex G. Don [Including: Eustoma grandiflorum (Raf.) Shinners]" Vote in favor or against adding these names. Names from items 1-3 are summarized in web report no. 1 "Names from ISTA Rules, etc. to be added to Stabilized List" . Item 2 - (Family names) Matching the family names from the 2001 Stabilized List against the current family classification of GRIN (derived from that of Peter Stevens's Angiosperm Phylogeny Website ), which incorporates much of the recent molecular and other evidence relating to higher level classification, reveal a number of discrepancies. A total of 194 entries from the Stabilized List are included among these, as seen in the web report no. 2 "Names with family differences from Stabilized List" , relating to the following 24 family realignments: 1. Aceraceae and Hippocastanaceae subsumed into Sapindaceae 2. Asclepiadaceae subsumed into Apocynaceae 3. Aloaceae subsumed into Asphodelaceae 4. Item 3 - (Spelling corrections) The web report 3 "Names with incorrect spelling from Stabilized List" indicates only two spelling differences with GRIN. The case of Erica mackaiana relates to a change in Art. 60.7 of the new (Vienna) Code. The Aleurites gender is mandated by Art. 62.4 of the Code. Item 4 - (Author corrections) The web report 4 "Names with incorrect authors from Stabilized List" includes 51 entries. Some of these stem from recent changes to Art. 46 of the Code, others from changes of authorship for misapplied names or names not validly published, still others to changes in author abbreviation in the online IPNI list. Item 5 - ("Included in" vs. "=") In the previous edition of the Stabilized List, we have applied the following convention in our linking of synonyms to accepted names: If a name is treated as a synonym of another name, an "=" sign links the two names in the Stabilized List when either infraspecific categories (i.e. subspecies or varieties) are not recognized in the accepted name or the synonymy is to the typical element. For example, Phaseolus lathyroides = Macroptilium lathyroides (no infraspecific categories recognized), or Dichanthium ischaemum = Bothriochloa ischaemum (actually B. ischaemum var. ischaemum). However, when the synonymy is to an accepted non-typical element, even when this is only a cultivar, the phrase "included in" precedes the accepted name. For example, Brassica campestris "included in Brassica rapa" (as subsp. campestris) or Erica maweana "included in Erica ciliaris" (as cv. 'Maweana'). This convention has been applied very inconsistently in the past, however. The report no. 5 on the web "Synonym names with improper link to correct names in Stabilized List" details 47 cases which need to be fixed to apply this convention in a consistent way. Vote in favor or against making these changes. Item 6 - Proposed nomenclatural (N) or taxonomic (T) changes to the Stabilized List. These are indicated in report no. 6 on the web . The paired entries in this document involve two interrelated changes, one name (previously a synonym or absent from the List) being elevated to accepted status, the other (previously accepted) reduced to synonymy. The single entries in this list impact only the name cited, any other related (or previously related) names remaining unchanged in status. These items have been extracted from the nomenclature differences (excluding those of spelling or authorship) indicated in the web report , which compares the current nomenclature of the Stabilized List with that in GRIN. I have separated these into those in which the change has been brought about for nomenclatural reasons (conservation or rejection, typification, discovery of a prior name, illegitimacy, etc.) and those that result from taxonomic shifts (splitting or lumping of a genus or species). Links from this report to GRIN data for the names involved may provide information supporting these changes, either as comments for the names or their basionyms, or citation of references where changes were made. Not every taxonomic difference has been included here, especially very recent ones or those involving trinomials. A number of the taxonomic changes included remain controversial, and we may not wish to impose these on ISTA at this time. They have been included since if we do not accept the alternative names we should at least include them as synonyms if this is not already the case. The entries in the list have been grouped, insofar as possible, by the underlying taxonomic reasons for the changes.
